Minutes of BRCSL Meeting

March 25, 2000 Spartanburg YMCA Pool

 

Attending: Beaufort YMCA, Berkley YMCA, Cherokee YMCA, Clinton YMCA, Greenwood YMCA, Hartsville YMCA, Hendersonville YMCA, Laurens YMCA, Newberry YMCA, Sumter YMCA, and Orangeburg YMCA

Absent: Pickens YMCA, Spartanburg YMCA

An agenda was provided to each team prior to meeting.

 

. The meeting was called to order by Coach Lucinda Davis (President) a devotion and pray was given.

. The following were voting for and representing their association.

Beaufort- Lucinda , Berkeley- Dawn, Cherokee- Don, Clinton- Ashley, Greenwood- Pam, Hartsville- Sean, Hendersonville- Cheryl, Laurens- Gary, Newberry- Pam, Sumter- Don, Orangeburg- Ashley

. Nomination for Vice President was Wayne Jones from Sumter by Don Hoss. Although Wayne Jones was not present verification will be made of his acceptance.

. Rule Changes and Amendments:

Lucinda asked that meet fees be paid before meet. A motion was made and passed that meet fees are payable with meet entries. If a swimmer scratches no refund will be made. If the hosting team has to add on a swimmer after this date the entry fee will be doubled.

Lucinda asked that all swimmers must be members of YMCA to be on the swim team. A motion was made and declined. The main reason was because some YMCA’s charge a non-member fee and person present do not have the authority to make that decision.

Lucinda asked that we adopt the same event distance that is used in the fall. A motion was made and passed. We will use the same event distances in both the summer and fall season. All swimmers 13 and up will swim 100 back, breast, butterfly, free, 50 free and 200 IM.

Don asked that we should specify when the election of officers would be made. A motion was made and passed. Election of officers will be made at the Fall BRCSL Meeting.

Don asked that bi-annual be added to the current rules which states when the BRCSL meetings will be held. A motion was made and passed. A new rule will read the meeting will be held bi-annually.

Don asked that we change from USS rules to NCAA rules. A motion was made and declined. We will still be using USS rules.

Don asked that we should work towards providing more qualified officials for our meets. This was discussed and suggested that we as a league need to work to get more certified officials.

Don asked that Championship meet bids be made and approved prior to the meetings. This was discussed and is already stated in the rules. The officers need to reinforce this rule.

Don asked that we define better in the rules the upper age limit. A motion was made and passed that the rule be rewritten. The rule is to read Swimmers may participate in the league through the summer season immediately following their high school graduation. Provided they are not attending college classes during that summer.

Don asked that we discuss age up criteria December 1 vs. June 1. A discussion of this resulted in no change to the existing rule.

Don asked that the swimming qualifications for Championship Meet be the same in the summer and the fall. A motion was made and passed. The qualifications for the Championship Meet will be two for the summer and two for the fall.

Don asked if we should continue to allow 6 and under age group swim in Championship Meet. We discussed it and no change was made in this area.

Don asked that swimmers who scratch an event be scratched for all individual events. Don explained that he had a very bad experience with a team entering events and then in middle of meet scratching all events and leaving. It was suggested that in the future he is to discuss these concerns with them and has ever right not to allow them to attend his meet. A motion was made and declined in this matter.

Don asked that the league be divided into divisions. This was discussed and no action was taken.

Ashley asked that the 120 days waiting period be changed to 30 days. A motion was made and passed that we no longer use the USS of 120 days. The new rule will follow the guidelines written under Rules that Govern YMCA Competitive Sports, Transfer by Consent. An individual wishing to transfer from one YMCA unit to another is eligible to represent the new YMCA immediately upon the written consent of the YMCA unit he/she previously represented. The membership transfer must be completed before the individual competes for the new Association and a copy of this letter needs to be sent to the BRCSL Officers.

Pam Hutton requested all teams hosting meets this summer turn in their dates into her. She will be sending out the tentative schedule as soon as possible.

Newberry YMCA submitted a Championship date to be hosted by them on July 22, 2000. Pam Hutton will contact other officers and a vote will be taken on this matter.

There being no further business of the executive committee, the meeting was adjourned.
