MINUTES FROM THE CAROLINA YMCA SWIM LEAGUE MEETING

February 28, 2003

Teams Represented: Beaufort, Cherokee, Clinton , Greenwood , Hartsville, Newberry, Pickens,   Sumter , and Rock Hill .

Teams Without Representation: Berkley , Chester , Columbia , Florence , Hendersonville , and Orangeburg.

The meeting was called to order by President Mark Bartz.

President Bartz welcomed everyone to the meeting and briefly discussed the growth of the league.

Minutes from the July 26, 2002 meeting were approved as written.

The dates for hosting meets were distributed. Teams began choosing meets, Orangeburg and Florence not in attendance sent in a list of meets they would like to attend. Pam Lister (Newberry) made a motion that teams without representation not be placed in the rotation . Those teams would be placed in meets that are still open at the end of the session. Amy Weatherford (Beaufort) seconded. Motioned passed. The summer schedule was completed, see attached. Orangeburg and Florence will be contacted concerning meets. Newberry was awarded the 2003 summer championship meet.

PROPOSED RULE CHANGES

CHANGE IN REGISTRATION PROCEDURE (Dena Goeckner)

Once a swimmer is registered, it is for life. All old swimmers will be grandfathered in to the league as lifetime members. New swimmers must register with a one time fee of $3.00. Coaches must provide the league secretary with a roster of returning swimmers. Old swimmers may be re-activated at any time pending notification of league secretary.

Teams must register all new swimmers before they compete in a meet before it will count toward a championship.

Teams will pay a yearly registration fee to the league based on their previous summer season swimmers. If a team only swims winter, they will pay fee based on their previous winter’s team size. No discounts will be give for “one” season teams. Team fees must be paid prior to first meet of the summer season, or first meet of competition for the team to be considered registered. If the team isn’t registered, old swimmers are not registered.

 

1 – 20 swimmers $35.00,  21 – 40 swimmers $55.00, 41 – 60 swimmers $75.00, 61 – 100 swimmers $120.00, over 100 swimmers $150.00

Reinforce the importance of complete registration, first name, middle initial, preferred name.

 Pam Lister (Newberry) made a motion to accept new registration procedures, Amy Weatherford (Beaufort) seconded. Eight in favor, motion passed

OFFICIALS (Pam Lister)

The league has a number of level 1 and level 2 YMCA certified officials. Propose to have a head official for the league. This person will be a level 2 official who will keep track of who are officials are, when they were certified, and how many meets they have officiated. Head official will provide web master with this information so it can be posted on web site.

Level 1 officials must apprentice 2 meets with an experienced level 1 or 2 official before they may officiate a meet on their own. (This will help reinforce the new officials decisions and will give them the experience they need.)

All officials for championship meets must have one year experience. 

 

Sid Collins (Pickens) Mario ( Sumter ) seconded. Nine in favor. Discussion followed as to who would be the head official. Catherine Carlson of Newberry was chosen for this position.

 

 

RECOGNIZE SENIOR SWIMMERS AT SUMMER CHAMPIONSHIP MEET. (Pam Lister)

Recommend the league establish a tradition of recognizing seniors during the summer championship meet. It is appropriate that we honor them at his both exciting and emotional time. It would be a show of support for their future from our YMCA swim league.

 

Mark Bartz ( Greenwood ) made the motion to accept the policy, Sid Collins (Pickens) seconded. Motion carried 9 to 0.

 

 

WINTER CHAMPIONSHIP MEET (Bill Myers)

Future winter championships meets be held on Saturday/Sunday rather than Friday/Saturday.

FORMATION OF COMMMITTEE ( Don Kier)

bulletPropose a committee of volunteers be formed to develop a plan addressing the operation of future championship meets given the rapid growth of the league.  Any CYSL team wanting to participate on this committee should be represented.  No one team should dominate the committee.  The final makeup will be determined by the league officers with the chair appointed by the President.  This committee should meet at a central location sometime during the month of March.  Prior to this meeting the committee should solicit input from all teams.  The committee will be charged with the responsibility of presenting a proposal to the league by March 31.  The league will vote on the proposal by e-mail or fax with one vote per team.  Should the proposal fail to pass, the committee will be responsible for developing a new proposal due no later than April 30.  An accepted proposal would become part of our league rules dealing with Championship meets.

 

A committee was formed to address the issue of growth and keeping swimmers interested. The committee will consist of Don Kier, Lynn Williams, Sid Collins, Mario Francisco Sobrinho, Bill Myers, and Pam Lister. President Bartz will oversee the committee. The committee will bring their recommendations to the summer meeting.

 

 

RUN THE LEAGUE WITH CIRCUITS (Mario Francisco Sobrinho)

South – Beaufort, Sumter, Columbia , Hartsville

Center – Chester , Clinton , Laurens, Greenwood , Newberry

North – Rock Hill , Hendersonville , Pickens, Cherokee

2 to 4 meets in each circuit, ex: South Sumter Meet – Columbia Meet, Hartsville meet, and Beaufort Meet. Best teams and swimmers will be announced at last meet.

Best swimmer in each division and best time qualify for state meet. Example 4 best swimmers and 6 best times of all circuits

 

This was referred back to the newly formed committee.

 

There being no further business, the meeting was adjourned.
