The meeting was called to order by President Tom Karel.at 2:10 PM. President
Voting
rites were established by team.
OFFICERS REPORT
Presidents Report
– President Karel noted it has been a busy season, it began at last summer’s
championship. He addressed the new breast stroke rule, the new rule states that
as soon as hands start a downward or side motion the pull begins. USA Swimming
published a new rule concerning hy-tek suits. This new rule will take effect
May 15, 2009
. A copy of the rule is attached to these minutes.

Sectary Report - Secretary
Dena Goeckner reported out of the 22 regular seasons meets three including the
championship has not been closed out . Out of the 22 meets,
5 meets received fines totaling 500.00, the two that are not closed out
may also result in fines. Out of the 22 meets five of them were held without Y
officials, four of them were hosted by the same team. Three records came from
these meets. Dena asked the this rule be reviewed in new business.

thanked President Karel for doing a great job. He wasn’t happy with the lack
of officials at the championship. He didn’t like the fact there were no side
runners, he felt the turns received too much attention.
Webmaster –
Don Kier
said results came fairly decent this season. The
teams who hosted on Feb 7th did an excellent job of sending him
results. He also is trying to update the E-mail list, he sent out an E-mail
asking teams to check addresses. If you haven’t responded back, please do so.
The web page highest usage is in July and February
Head Official
– Margie Orr reported league provided two official classes this season, one in
Pickens and one in Newberry. Margie addressed Mario’s issue with lack of
officials at championship, she pointed out that although several individual
attended the classes, they were not eligible to officiate at championship until
they complete their apprenticeship. There was no to walk the side of the pool
and cover all the lanes, you just can’t see them. Margie asked teams send her
a list of their officials and their expiration dates. If you have a Y official
who would like to become a

swimming
official, she has information on how to do this.
NEW BUSINESS
President
Karel announced our region representative Kiki Farmer has resigned. Shelley
Remaly with CYAC in
Virginia
will take over next week. Kiki has promised to
have all region coaches cards out by the end of the week. Tom said time
standards will be tightened up next year for the region meet. He will report
back to us after the upcoming region meet.
The
lack of officials at 5 of the league meets was discussed. Many comments
concerning this. Pam Lister asked the executive committee address this with the
team that hosted four meets without officials.
Webmaster
Don Kier said he would like to update the look of the website. Possibly have a
contest with the swimmers designing a new look. Award it at the championship to
the best design and award the swimmer with $100.00.
Lynn
Williams reported she was chastised by an assistant coach after the meet for her
presentation of the awards.
Lynn
asked the league set a policy of how the awards
should be presented.
Lynn
also said several coaches were not happy about
not receiving dq slips at the meet, a dq log was kept instead and is available
to pick up today.
PROPOSED RULE CHANGES:
Rick
Simonds - Beaufort
Proposed: Adapt same
age group scoring and age group events (for yards) as the USS swimming
standards.
Reason: Being more fair across the board for all teams and swimmers.
Pulled by author.
Proposed: Allow up to
four swimmers from unscheduled teams to attend any seasonal CYSL meet with
the permission of the host team meet director.
Reason: To allow swimmers from all teams to attain the two meet (state
meet requirement) due to unexpected, regular scheduled meet absences.
Lynn Williams seconded the
motion. Tom Karel noted the executive committee has the authority to allow a
swimmer to attend a meet they were not scheduled for, in the past the committee
has always been sympathetic to the swimmer. The question was called for there
were 4 in favor and 8 opposed. The motion failed.

Current
Rule 3 – E:
The head coach must attend a mandatory league coaches training/meet
director training prior to their first season. If a coach joins in the middle of
the season, they must attend prior the start of the next season. If there is no
turnover of the head coach, the team will be exempt. Failure to comply with
training will prevent teams from attending league meetings.

Proposed: Omit this rule.
Reason:
Training not being held due to lack of
available weekends. It is recommended that those coaches who need training in
meet management and Hyteck software find a mentor from within the league.
Tom Schmidt seconded the
motion. Lynn Williams stated it is a great idea in theory, but there is no time
to hold the class. The question was called 13 in favor, 0 opposed and 1
abstention. Motion passed.
End
of Season Championship Rule
7 – I
Current:
The league will provide a 3 x 6 foot (banner size effective
February 29, 2004
) banner to the winning team. (Established

Proposed:
The league will provide the first, second
and third place team trophies along with a 3 x 6 foot (banner size effective
February 29, 2004
) banner to the winning team. (Effective

Reason: The
league has funds available and it will relieve some financial burden from host
team.
Tom
Schmidt seconded the motion. Discussion followed, Lynn Williams suggested
Rock Hill
purchase the trophies for each meet. The
question was called for 11 were in favor, 1 opposed and 1 abstention.
Proposed
Change to Rule 7 – G (if passes re-letter G – S):
Relays for the championship meet will be age group specific like
individual events, 9 – 10, 11 – 12, 13 – 14, 15 – 18, 19
- 21 with the exception of the 8 & under relays.

Proposed:
That the age up of a swimmer has to be
done in a regular meet during the season. Can’t wait till the
championship meet to age up just to acquire points. Also that for a Relay
team a team must have at least one swimmer in that age group. Example 21
and under relay team must have at least one swimmer that is in the age group of
19 to 21. Not allowed to put (4) 10 year olds in the 21 and under relay.
Tom
Schmidt seconded the motion. Discussion followed. Larry accepted a friendly
amendment no swimups at the end of the season championship. The question was
called for 15 in favor, none opposed. He also accepted that relays will be swam
as the end of season championship. The question was called and it passed 13 to
nothing. (Effective

The following rules/changed was
purposed from the floor.
Lynn
Williams asked the executive committee set a protocol for the championship meet.
Brian Heaton seconded the motion. The question was called for 6 in favor, 4
opposed, 4 abstentions. The motion failed.
Jeff
Mead proposed the league add a
high point
girls and boys plaque for championship.
Lynn
seconded the motion. The question was called for
12 in favor, 2 abstentions. The motion passed. (Effective

Rule
6B – change to :
The suggested minimum number
of officials are: 1 Starter, 1 Referee, 2 Start & Turn judges, 2 Stroke
judges, 2 timers per lane, score keeper, runner, and two finishes judges on both
sides of the pool unless electronic timing is used
Host teams are responsible for all necessary personnel to conduct meets.

) Coaches will only be permitted to officiate at
a meet if they are not acting as a coach. (Effective
3-4-07
) If a meet is hosted without a minimum of two
YMCA and or
USA
officials the meet will count toward the
visiting team two meets for championship, the host team will not be allowed to
count this meet. Prior to sending results, specifically the meet manager backup
to the league secretary, and sending results back to the attending trams, the
host team must delete their team from the database, and the visiting teams
results will all be marked DQ. The host team will be fined $100.00 for the first
meet, each subsequent meet the fines will be doubled accumulative. (Effective

Lynn
Williams proposed the following order for the championship award ceremony:
Volunteer
of the year, senior awards, individual high point age awards, announcement of
top five women’s teams, awarding the top women’s team with plaque,
announcement of top five men’s team, awarding the top men’s team with a
plaque, overall of team placement from the bottom up announce the top five
scores and award top three trophies.
Mario
seconded the motion, the question was called form. 6 in favor, 6 opposed, 1
abstention. The motion failed.
SUMMER SCHEDULE
No
one has bid on the summer championship.
Greenwood
is meeting with parents to see if they are
interested, Newberry said they could host if the meet went back to Friday and
Saturday. It was pointed out our rules do not allow this. Tom Schmidt suggested
the executive committee be empowered to make the best possible days and location
for the championship, Brian Heaton moved to accept the motion, Taylor Gibbs
seconded the motion which passed.
The
2009 summer schedule was established.
Being
no further business, the meeting was adjourned.
